A Pineville man has filed a lawsuit against the city of Pineville, claiming police officers needlessly arrested him using a Taser stun gun that caused injuries in November 2010 at the Super 1 Foods gas station.
Cleveland L. Ritchie Jr., 47, seeks unspecified money awards for punitive damages on allegations that he has suffered pain, mental anguish and other claims. He also wants recovery of back and future wages as well as attorney and court costs, according to the suit, filed this month.
Ritchie’s attorney, Rudie R. Soileau Jr. of Lake Charles, said in the suit that Pineville officials have refused to discuss the complaints and that the city has failed to properly train its officers.

According to the police incident report, obtained through a public records request, Pineville officers found Ritchie sitting in his car at the gas station at 12:23 p.m. Nov. 3, 2010, after someone called police.
“The caller stated that Mr. Ritchie was talking about wanting to kill himself,” according to the police report, written by Officer Vincent Potito, who is identified in the suit.
Potito said that while talking to Ritchie, who was seated in his white 1995 Ford Taurus, he noticed a box cutter attached to the side of Ritchie’s front pants pocket and asked him to throw it on the floorboard, which Ritchie refused to do.
The officer then asked Ritchie if he had other devices that could be used as weapons, to which Ritchie said, “I could use anything as a weapon yaz or yasmin
“While standing outside of the window Mr. Ritchie proceeded to tell me that (his) name was ‘I am’ (God) and refused to say why he was sitting in the parking lot,” according to Potito’s report. “I then asked him his name again and he now stated that his name was ‘mad monkey.’”
As Ritchie and officers were talking, Ritchie’s car continued to block gas station customers. A manager for Super 1 Foods told officers he wanted Ritchie removed from the property.
